apache 500 error in netstorage

| Sorry for the cross post (I originally put this in the portal services
forum, which appears next-to-dead), there seems to be no clear place for
Netstorage-specific questions.
I have Netstorage clustered in a 6.5 SP3 environment. On node A it runs
fine, on node B upload and download don't work. When you try you get an
Apache 500 error. Exact error details below.
The settings.properties files mentioned in TID 10070833 are identical
between the two servers.
The entire tomcat\4\webapps\netstorage directories are identical.
The apache .conf files used to run Netstorage on both servers are identical.
