FTP between servers stopped

| I have a NW5.1 SP8 server that has been running FTP for some time. I
also have a NW6.5SP3 server where most of my user's home directories
reside. Up until a few weeks ago, a user could FTP to the NW5.1 server
and would be started in their home directory on the NW6.5 server.
Suddenly, they are started in the public directory of the NW5.1 server
and when they try to CD to the NW6.5 server, they get "server
unavailable." They can CD to a NW6.0 server.
This is a large network and it is possible that this began before I was
at NW5.1SP5 and NW6.5SP2 and that there was a central event (upgrading
centrally) causing this. Has authentication/communication between
servers changed in recent SPs?
