DElegate Apache Administration

| I posted in Administration-Tools but get no hits so I'll try here.
I manage an OU in an enterprise tree. I have installed OES-NW with Apache in
my OU. In my test tree, installation resulted in the creation of an
apchadmn-administrators group. When installing in my OU, no such group was
created. There is a group at the top of the tree. How do I get such a group
and cause it to allow administration of apache? It appears that anyone with
admin rights can edit. I want to delegate to a non-sysadmin in web services
to just manage apache.
FWIW, the same happened with SSH-Administrators group. It exists at the top
of the tree but not in my OU.
