NW6.5 and Apache2 default home page

| I've seen a lot of questions on this and a ton of different answers. I
would think changing the default home page on a NW6.5 server running
Apache2 would be a litte more straight forward than I'm finding. Maybe I'm
missing something but I can not find anything that is clear. We want to of
course keep the Admin web pages working as normal (server:2200) but we
would like to change the default web site (server or server:80). Now I've
seen people suggest httpd.conf, that you can not use the Web Admin. I've
seen others say to change the Index.html or change the htdocs directory.
Here is what I did on a clean install of NW6.5 (But the server is also
running Virtual Office and WebAccess):
-In the Apache Admin (server:2200) change the Primary Document Directory to
my Test directory that contains a single test file INDEX.HTML
-No need to change the Document Prefs
-Checked httpd.conf and it did indeed reflect the changes
-Unloaded Apache (ap2webdn) just to be sure then ap2webup
-Hit server at default web site (http://server) and get the OES Netware 6.5
page not my test page
-BUT hit the server at httpS://server and I DO get my test page
What gives.. and what am I missing ?
