I am unable to log into the tomcat admin site with the admin ID and
password ... is there a way to change this without reloading tomcat and
rebooting the server?

Also with 6.5spk3 (OES) should we be running tomcat 4 or 5?

Has it ever worked? You might check the authentication realms in
server.xml
