Running an NCF script from Apache/PHP

| I have a simple php script running under Apache on NetWare. I would
like to be able to run an NCF file via one of the php exec functions
(system/shell_exec/passthru/etc.), thus providing a simple,
password-protectable, web interface to a few common administration
tasks that I already have as NCFs.
Is this feasible? What sort of permission issues will I need to deal
with if it is? Naturally PHP's safe_mode_exec_dir setting needs to be
taken into account; anything else I should be aware of?
Initial tests resulted in the NCF not running, exiting with status -1
(according to PHP).
Any help would be appreciated, including pointers to more relevant
groups if appropriate.
