http: 404 on clustered server

Hi,
We have Tomcat/ Apache in a 2 nodes cluster with 3 resources (1 per
application) and there is an instance of tomcat for each resource.
Before setting this up on production I had tested the failover for each
application and it worked pretty well.
Now, the last week for maintenance purpose we had to down the Web
cluster, unfortunately both servers abended. When I brought the servers
back up everything seemed to be ok; apache address spaces and their
connectors loaded properly, but one of the resources was getting error
http: 404 "The requested resource is not available."
I migrated the resource to the other node with no more success, I had
to reset the servers a couple of time before the resource become
available.
I do not understand what happened. The cluster does work but it seems
there is a connection between apache and tomcat that didn't work
properly or maybe tomcat couldn’t initialize the resource.
I have little experience with Tomcat, so I am seeking some help to
find out what happened from the logs or something else.
Thanks,
David
