phpmyadmin config.inc.php error cannot find file

| I upgraded from sp3 to sp5 on NW65. phpMyAdmin was working fine. Now when
I try to open it I get this error:
phpMyAdmin was unable to read your configuration file!
This might happen if php finds a parse error in it or php cannot find the file.
Please call the configuration file directly using the link below and read
the php error message(s) that you receive. In most cases a quote or a
semicolon is missing somewhere.
If you receive a blank page, everything is fine.
If I click the link, I get the blank page.
Any ideas?

| Latest SP changed your php into php5
make sure, that you execute the scripts.ncf file, I think from memory,
in your login script, and maybe move everything needed from your old
php directory into the new one, as well as update the new php.ini
