I recently was testing one of the sample VoIP/video chats that come with FCS
and ran into up to 4 seconds of delay. I had 4 users connected and two of
those were pushing video. Everyone was connected over broadband connections.
Is this common with FCS?

It seems that no matter the server setup, no matter the client, no =
matter the net connection... inevitably latency will burp into the =
audio/video and then delays will mount. The only way I've found to deal =
with this is to simply stop and restart the client's reception of the =
lagged stream. So, in my experience, this is definitely typical of FCS.

If you put the bufferTime to 0 the flash player and server should manage
catching back on latency, if you use a buffer latency will always arise =
and
grow. While using the bufferTime set at 0, I've experience some latency, =
but
I've also experienced some catching up...this makes people sound a bit =
like
a chipmunk (helium effect).
