Fabio already answered but i'd like to point out one thing:
That paper gives a very good hint on how to stream BIG frames (800x600,
1024x768 over 256kbps), with a very high increase in performance over the
"standard" streaming you can anchieve with constant rate or constant quality
methods.
Of course it's not suitable to every streaming need, but it gives a huge
performance boost when streaming "big static videos" like screen sharing.
It sure is a good read for most ppl who would like to understand deeply how
to achieve the maximum from fcs.
