May Be Newbie: trying to moderate users

| Heya,
I'm sorry to bother you with this (probably) newbie question, but I'm
trying to figure out how to create a moderator-type user in a chat. The
thing I don't understand is where to actually change user parameters. In
particular when it's about the first client connecting to the server
(who's supposed to be the user-in-advanced-mode). I've been messing with
SS and CS things, but none of my fooling around seems to get me further.
If someone can help me out, or if there is a tutorial type of thing that
can get me further, thanks in advance,
Matthijs
