Does anyone know of a good non-hosted chat solution with all the
"general" features which would be expected from a chat room. IE: Add
Room, Private Room, Public Room, Throttle Users.

OK. Perhaps throttle may not be the correct term, though as defined:

throttle

"1: place limits on (extent or access);"

n 1: a valve that regulates the supply of fuel to the engine [syn:

valve; "he stepped on the gas" [syn: accelerator, accelerator pedal, gas

kill by squeezing the throat of so as to cut off the air; "he tried to

supply; "choke a carburetor" [syn: choke]

And yes, "kill by squeezing the throat of so as to cut off the air " is
a definition.

Simply, limit the number of users per specified room.

Yeah there is a bunch of that stuff out there but I cannot comment on any
except my own:
www.ameegos.com may not (yet) have all the features you are looking for but
it's available in all sorts of setups/licenses, some of which may fit your
needs. It's non-hosted. Yes it will cost more than chatrooms from the $5
script archive :-P

FWIW I am currently working on multirooms with optional passwords, permanent
rooms, etc and it's already got some decent admin features.
The actual user management is database driven (I login users via Remoting,
others may chose other ways) so if you want to lock someone out you do that
via the DB.
