throttling bandwidth locally for testing

| Hello all,
Couldn't seem to find anything in the archives or googling which is leading
me to believe I may be SOL. But I was wondering if there is some sort of
application that I could run locally to limit my bandwidth for testing
purposes while watching streaming videos through FMS. Kevin Langdon's
Service Capture can throttle http but not rtmp, seems to be the same for
Charles. I've downloaded and played with a couple of other programs but
they seem to also only deal with http. I've looked into the
setBandwidthLimit on the server side but that doesn't really seem help a
whole lot as I'm still pretty much local on the network so it's not so real
world. The server is located in house, not on my machine. Testing from
home is similar as I have a 3MB connection there. From what I understand it
might be possible if the server were setup to tunnel on 80 or another port
but it's not in my case. Just want to find out if there is another option.
I could be missing something completely obvious though, so any insight or
information would be extremely helpful.

| I use NetLimiter http://www.netlimiter.com/ it works really well.
The only caveat is that you can't run it on the same machine that's
running your FMS (you need a separate client machine).
