Author guaranteed continuous uninterrupted playback possible?

First Time working with streaming Flash Video files (always been
progressive) and have a few hopefully quick questions:



1) Is there a way to guarantee continuous uninterrupted playback of a
streaming video file?

2) Can Flash Media server dynamically scale? For example: can it change
bit-rates, drop frames, lower audio quality etc to better ensure continuous
playback?
