Author RTMP Video encoder board?

I have a real-time application that we were planning on using flash for the
interface. The current video feed on the autonomous vehical is RTSP from a
Mango board. It seems to be impossible to get RTSP into flash and still have
the ability to overlay objects for waypoints. We have tried using the Media
Server and Red 5 locally to convert the stream into FLV for flash but the
latency is horrific. Is their any manufacturer that makes a RTMP encoder
board that we could plug the analog outs of the video card into to create a
relatively real time stream?

Thanks for any insight!
