Flv quality diminishes when played in browser

Hi all,

Does anybody happen to know why the quality of a flv would look good
when played in the test movie mode, but when viewed through a
browser, doesn't look so hot? As if I'm watching the low quality
version, but the sound is clearly the higher quality version?

I've encoded with the flix 8 exporter for Final Cut Pro on Mac. CBR,
two pass, 280 kbps. I don't get it... :'(
