Is it possible to make perlbal drop root privileges after starting up?
More importantly, does this question make sense?

No, currently it isn't possible to do this.

Yes, this does make sense. It's in the todo list but nobody has implemented
it yet. As long as Perlbal starts as root for any configuration it needs
(privileged ports, ulimits, etc) then there's no reason it should't drop the
privileges later.
