Help with LEC terminology (L1 Flag?)

I'm provisioning a new PRI circuit for a customer's Call Manager system out
in Colorado and Qwest is asking me for the PBX model and the L1 flag. I've
never heard the term L1 flag before and a quick google search didn't help. I
thought I'd ask for an explanation here before pleading ignorance to the
Qwest rep.
