7970 Transfer Button Issue

| We have an issue with some of our 7970 phones in two remote sites.
When they receive a direct call either externally via the PSTN or
internally via another extension the 'transfer' button becomes greyed
out and not possible to use.
We have checked the soft key templates and they are exactly the same as
other remote site's that have the same setup but are not getting the
problem.
We are running call manager 4.1.
Has anyone else had this problem?

| You need to have a line in order to transfer. If you make max calls 2
you would be able to have a call then transfer would work. But if you
have a call, then a second call came in, you would not be able to
transfer again unless you had an extra line (ie 3 max calls). I think
default CM 4.1 is Max calls 4 busy 2. This works well as you can have
two incoming calls before it stops taking call (goes to VM) and also
gives you the ability to transfer each one.
