Author 4.1(3)sr1 - no error tone on blocked route patterns

I'm not getting the traditional error tone when I hit a blocked route pattern. I've tried all the options and still no workie. I had previously removed my annunciator because it was doing something else I didn't like, but when I removed it, it did not affect these error tones.

Any ideas?

Are you hearing the annunciator or get a busy/reorder
tone or something else?

What do you mean by removed the annunciator? If the
annunciator is not assigned to a Media resource group
it is available globally for everyone to use.

Actually, I get nothing. It simply drops the call. Screen goes blank, or returns to normal on-hook state.
