Does anyone have a good reference for implementing shared lines with
ring delay in CM 3.3? We want the phone to ring on device A, but only
flash (at first) on device B where the second shared line appearance
lives. User B can pick it up on flash or on ring. Is this a job for IPMA?

I'm not aware of any two-stage ringing options with either the phones or with IPMA. Perhaps IPMA has undergone some changes, it has been a while since I've played with it.

You can get what you are looking for if you are willing to use another line appearance on the phones. The first line appearance on phone A rings, the first line appearance on phone B flashes. The FwdNoAnswer target is another line on each phone with different ring behaviour.
