Author Unity Permissions Wizard - Not Taking Effect

I brought up a new Exchange server and a few Exchange stores on existing
servers, but after running the Unity Permissions Wizard, the permissions
are not taking effect. When I looked at the Permissions Wizard logs, it
shows that UnityMsgSvc (Unity Message Store Service account) as
'Succeeded'. I've waited over 15 minutes for the AD replication to
occur and I've restarted Unity. I even restarted the Exchange
Information Store service on the new Exchange server, but I still cannot
get the permissions to carry over. Because the permissions are not
taking effect on Exchange, any user I enable on the new Exchange server
fails.

Unity 4.1.(1) ES11 on Windows 2003
Exchange 2003 SP1
