| I need to import a number of users using BAT, does BAT use much CPU
performance and can this be done during working hours or should I
schedule this out of hours.

| I'm pretty sure that last time I used it, CPU does spike. If you've never used it before, have lots of data to load and/or have devices registered to your publisher, than I'd do it after hours.

| BAT is very CPU and disk i/o intensive, and it tends to reset all device is
inserts/updates which causes quite a storm of signals inside ccm.exe. Best
to do those after hours.
