No problems, just noticed that it was out of sync for our CCM Version on
our Pub.

It's part of IPMA. Are you using IPMA or having IPMA problems?

Does anyone know what the madb.dll is for in CCM 4.1(3) sr1?

It shows up as out of sync in the components versions of our CCMAdmin
page.

It is listed as version 3.3(5).
