Does Cisco support modem through a VG ?

Hi people
I have a problem where a vending machine app that dials into that modem,
gets data out of sequience, after the handshake.
the modem is us robotics, and the settings are ruled out,
this problem happens on all nine configured ports.
we ruled out cables too, and other things as full dublex, and qos of dscp on the VG,
so is it true that cisco does not support this kind of setup ?
