Author IPCCx service not starting

I know I caused it by installing something, but every time I reboot my
IPCCx server it says a service didn't start. Event viewer gives an
event 2 with the following description:

The description for Event ID ( 2 ) in Source ( CDP ) cannot be found.
The local computer may not have the necessary registry information or
message DLL files to display messages from a remote computer. The
following information is part of the event: ,
COpenAdapter::InternalGetTcpipProviderIn
fo failed!.

I know I caused this when I installed something as it was a caveat, but
for the life of me, I can't find the bug id or what caused it for that
matter. Anyone else know?

This is the CDP driver. Install any MS patches or os 200.2.7 sr4 by any
chance?

Yes, Is there going to be a fix or is the fix to upgrade? Is it fixed
in IPCCx 4.0? I have that on order from the product upgrade tool.
