How is the best way to bulk add subscribers (~400) to Unity 4.0.5 UM
exchange 2003?

I use CUBI all the time and it works very well. We have only an Exchange 2000/VM operation, but I'm not sure what difference it would make - just select the appropriate options (VM vs UM).

Interesting thing about CUBI is that it can also make modifications to existing users where the bulk edit tool cannot. For example, if you wanted to change the class of service of a number of subscribers - CUBI is your tool.
