Author CCM ports not in listening state

What does it mean when ports, 3000, 3223, 2002, and 2000 are not in listening state? This is on Pub and Sub.

Can you send the output of 'netstat -an'?

all these ports are opened by ccm.exe.

is ccm.exe running?

port 2000 is configurable. /ccmadmin->system, cisco callmanager, select
server, ethernet phone port

'analog port' on the same page should be 2002
3223 is CCM's UDP line state server. can be disabled by service, service
parameters, cisco callmanager, Line State Update Enabled

udp:3000 is supposed to be opened by ctftp.exe, cisco TFTP server. Not sure
what this one is used for offhand.

All the ports are in listening state now. What could cause all these ports to go into not listening state on the Pub and the Sub at about the same time?
