Voice over IP Cisco - Error updating locale

I receive this message on all my 7970 phones on Call Manager 4.1.3. This is a default english install of call manager? It does not seem to cause a problem, however the error message appears to users on phone loading.

usually a simple issue of files being in the wrong location on the server:
What phone load on the 7970 and what version of CM, including dev pack?
Take a look at these in bug toolkit on Cisco.com:
