Author unity voice mail behavior

I believe I understand the way Unity works. If I call user A and user A
has their phone forwarded to user B, all is great so long as User B
picks up the call. Now if User B does not pick up the phone, then Unity
sends the call back to User A's Voicemail. I can even understand the
logic behind it.

Now here's the problem. User A is on One Unity server (CM) and User B
is on the other unity server (PBX). Since the two are not on the same
Unity box the call gets forwarded from User A to User B. User B doesn't
pick up the phone and it goes to Voicemail. Since Unity (PBX) doesn't
know how to get back to Unity (CM) User A it gets dropped into main
greeting and the caller then presses 0 for the operator.

So the question is, Can I turn this feature off? And can I do it on a
Per User basis?

THX
