IP Communicator CM 4.1

| I have a user that is only using the IP Communicator (newest and
greatest) soft phone with CM 4.1.3sr1. And the VM is UM on Unity 4.0.5.
If the user does not have the soft phone on, it gives a fast busy.
Shouldn't it go to voicemail? What did I miss?

| I deleted it and recreated it and it now works.
