We are having issue configing. R we suppose to get dial tone on a fxs port. Even before u configure it

I believe as long as the voice-port is not in a 'shutdown' state you
should get dial-tone from an FXS port.

A 'debug vpm sig' will show you the onhook/offhook I think. You
should also be able to see the "In use" led turn green on the fxs
port when it goes offhook.
