When someone forwards a Voicemail (via outlook) with Unity 4.0.5 UM with
Exchange 2k3 it comes across as a email with a Wav file attachment.
Users are running Outlook 2k3. is there a way to have those forwarded
Voicemail come up with the View mail for outlook also? That way they
can play them to the phone rather then only over the PC Speakers.

Are you forwarding to a user on a different system, or another subscriber
within the same system?

If you are all within the same Exchange routing group, this should happen
automatically, assuming the forwarding user also has Viewmail installed
(this is key).

If the message is forwarding to a general SMTP destination, the tag that
indicates the message is of voicemail type usually gets lost. I believe you
can setup up specific Exchange connectors between two given destinations to
avoid this, though I haven't played too much with Unity in this regard it
should be possible.
