unable to call a certian number from my system

| For some reason im unable to call a certain number from my system. This is
a users cell phone number. We are able to call the cell # from our other
remote sites
On this sites GW, I did a debug q931 921 and get the below logs

| Thanks for the reply
>From our ipphones we are able to call other cingular cell phones, will
similar patterns 404XXXXXXX. It seems to be just this one cell phone from
this one GW. Have anybody heard of Cingular blocking incoming numbers.

change your called plan/type to ISDN/national. many carriers do not like
'unknown'.
'isdn map' command on the serial interface if an h323 config.
called party number plan/type if an MGCP controlled gw from CM.
