Voice over IP Cisco - enterprise parameters is missing

enterprise parameters is missing

When I goto enterprise parameters, I select a cm server. But when I drop
down the service box theres nothing there. All of the services are
activated and everybody is working fine as far as I can tell. I running cm
4.2 sr 1b and have a pub and sub. Have anybody seen this

upgrade/upgrade failed. reinstall the server. do not restore from
backup as the backup has this bad information in the database.
