Author Unity 4.2.1 not honoring the Open / Closed greeting?

I've got a site (Tokyo) where they've defined work hours as M-F, 9 to 5.
They have a standard greeting, a closed greeting and an alternate greeting.

The timezone for the site is set appropriately in the profile, so Unity
should know that it's 3AM over there (Unity is in Chicago). But it's
not playing their closed greeting, it's playing their standard greeting.

Any clues why? If I go into the account the standard greeting enable /
disable radio box is dimmed out (and it shows that the standard greeting
is disabled).

If I enable the Closed greeting and call in, it's still playing the
standard greeting.

If I enable the Alternate greeting, it does play the alternate greeting.

Clues?
