So, we were poking around the bugIDs at cisco and one of them cited a bug
where on CME, the phone would fail to fail-over...

I am curious, is it even possible to set up SRST (on a second gateway) with
CME?

From my understanding, I haven't tried this myself, you can configure a
separate router to act as an SRST router for CME phones. You do this
by assigning the IP Address of the SRST router as the default gateway
for your phones. So, when the phones loose the SCCP KeepAlives with
the CME router they will register to SRST via the default gateway.
