I can't seem to get tone-on-hold working across my intercluster trunk. I know this was brought up recently, but I'm not sure if that was the same problem I was having. I also don't know what the solution was if there was one.

Sounds like you need to change the CallManager service parameter "Send
H225 User Info Message" to "'H225 Info for Call Progress Tone".
