How to move idle phones from publisher to subscriber?

Hi all!

In order to make an update to the ccm software on the subscriber I'd
like to register
all ip phones, which are currently idle to the subscriber.

Is there any other way to let the phones subscribing with the sub as
turning the pub off?
Is it possible to only let the idle phones switch?
