Has anyone seen a problem with analog phones and a VG224?

I have a site where 18 phones on a VG all have the same #.

At seemingly random times, all the analog phones have a fast busy, then
they clear up.

The same # on the VG's also ring a mix of 4 7940's and 7960's.

When it happens all the phones cannot access the line that have that #.

VG code has been bug scrubbed, CM traces show nothing , so I am back to
the
Analog phones...

Ideas anyone??

I wouldn't mind hearing more about what people use out there for analog phones in general. In particular, multi-line phones, more than two if possible. Is there some sort of business grade analog phone out there that a company will service for longer periods of time. I mean, I don't want to buy a cheap unit at Staples only to see it discontinued in 5 months (if it's not already discontinued at the time of sale).
