I'm not sure. I was able to make a call from a SIP softphone to my
gateway (2651XM) out a FXO to the PSTN. I didn't have a registrar or
proxy, just dial-peers. What I have setup now is 7960 -> CCM 3.3 ->
Intercluster Trunk H323 -> 2651XM running ipipgw -> SIP Trunk (i3) ->
PSTN. If you need a SIP registrar use Asterisk.
