Outside call to not-in-session conference gets RNA

We have a meet-me number pattern of 103X. With no conference in session,
dialing 103X from an on-net phone results in a fast busy, as I would expect.
We have one translation pattern, 555-1111, translating to 1030, enabling
direct dial-in to that conference; all other conferences require going
through an attendant to transfer the caller to the appropriate conference.
With a 1030 conference in session, an outside call to 555-1111 places the
caller in the conference as intended. However, with no conference in
session, that same outside caller receives ring-no-answer (RNA). Howscome?
