CCM OS 2000.4.3a RTMT not working

| We upgraded our CCM cluster from 2000.2.7 to 2000.4.3a and then 2000.4.3aSR1
and now cannot use the RTMT tool (CCM Version is 4.1(3)SR3a). BTW It didn't
working before applying 2000.4.3aSR1 - we lived in hope that it might have
fixed it.
When launching the tool and logging in we get the following message:
java.util.MissingResourceException: Can't find bundle for base name
org.apache.xerces.msg.XMLMessages, locale en_GB
Checking on cisco NetPro it looks as though other users - with different
locale's - are also getting the same error after upgrading OS. After trying
the obvious we've now logged a tac but if anyone knows a fix pls let me
know.

| Seen a few cases come in for this issue. CSCse78153 was filed last
night for this and it doesn't look like there's a workaround as of yet.

| Looks like it is caused by RemoveServerHeader=1 in urlscan.ini. You
might try flipping this to 0 and rebooting.
