How are you initiating the blind transfer? Attendant console or some
other CTI app controlling x4000?

Just to clarify - is 7000 a hunt pilot or attendant console pilot point?

What is the dn&partition of your first voice mail port?

Is the cisco Messaging Service activated on any of your CallManager
servers?

Beyond that, you might try MTP required as a workaround.

Unicast me a detailed CCM trace and the calling party number and I
can take a look.
