For the life of me I can't remember where I saw the little checkbox for staggerred MWI when you send a broadcast message out. I checked the tools listing on ciscounitytools.com and the broadcast message manager doesn't have any reference to staggered MWI. I looked in the advanced settings but perhaps have missed it.
