Most of my branch offices are pure VoIP, with no local PSTN gateway at
all. Some of the more critical branches would like to have a couple of
POTS lines connected to FXO ports and SRST configured, which is in
itself fairly easy. The trouble is that we'd like to use existing lines
that are otherwise only used for the burglar alarm or credit card
machine. As such, I do not want the gateway to answer these lines except
in fallback mode. I though setting the ports as "Outbound" in Gateway
Configuration in CCM would do this. Unfortunately, the gateway still
picks up the line, but now it gives the caller one ring then reorder
because it (obviously) doesn't know where to send a caller on an
"Outbound" line.

Any ideas?

I am using 2811's configured with VIC2-4FXO cards, running IOS
12.3(14)T7, with loop start CO lines.

Why add them to CM at all if they are only to be used in SRST mode?

Robert,

If you don't want to allow inbound calls simply do not configure a plar
destination. Since these are FXO there is no method of receiving called
party number so the call will not route to any destination. There is a
possible toll fraud issue there if your config allows an external user
to draw dialtone and then enter any digits to dial a destination.

Another option would be to PLAR the ports to an invalid number.
