Start charging after IVR message

Hi,

We have an implementation of CM 4.1 with co-resident IPCC Express.
There are no agents, the IPCC is only used for playing a welcome message
depending on the number called by the customer.
The requirment is for the customer not to be charged for the welcome
message. A message should be sent to the provider immediately after IVR
message for the charging to start.
Any ideas how to implement this?
