Voice over IP Cisco - Remote connection to CUE

I have 2 sites running CCME.
Site1 has the CUE for voicemail. Site2 does not have CUE.
Can I setup the mailboxes for site2 users on site1, and hairpin accross
the WAN for voicemail services?

I have asked around searching for the answer to this
question and the consensus seems to be "NO."
