Phone--PSTN--GW--IP Phone

In the conversation between the IP Phone and PSTN Phone, I want the PSTN
Phone received volume louder. I am getting conflicting information on
output attenuation.

Which setting would increase the volume:

Output attenuation 5
Or
Output attenuation -5

?
