Do any of the phone loads / CMs support a date format of YYYY-MM-DD on
the phone?

Look at your CM Date/Time group. I know 5.1(3) has the option for Y/M/D.

Right, but is it a 2-digit YY, or a 4-digit YYYY?

4.1.3SR5d shows Y/M/D, but "Y" is only 2-digits long.
